ベトナムのドローン規制と点検

ベトナムでは、人民防空法（2025年7月施行）に基づく政令288/2025/ND-CP（2025年11月5日）が無人機を管理しています。すべての機体は運用前に公安省への登録が必要です。0.25 kg以上の機体にはクラスA（目視内）、2 kg以上の機体を目視外・プログラム飛行で飛ばす場合にはクラスB（機器による操縦）の、国防省発行の操縦者証明が必要です。飛行は、0.25 kg未満の娯楽機が禁止・制限区域外を飛ぶ場合などを除き、原則として国防省の許可が要ります。申請は7日前（空港に影響する場合は12日前）までで、50 m以上の飛行は軍への事前通報、200 m超は管制との調整が必要です。点検では、許可取得の手間を見込む必要があります。

登録	Every drone must have a registration certificate (or a temporary registration) before operation. Registration is handled by the Ministry of Public Security, which shares the data with the bodies that issue flight permits. Owners must prove lawful ownership (import licence and customs declaration, invoice or transfer document), and aircraft must meet technical standards issued or recognised by the Ministry of National Defence. 操縦資格	Pilots must be at least 18 and free of alcohol and drugs. Drones of 0.25 kg or more need a Class A (visual line of sight) certificate. Drones of 2 kg or more flown BVLOS, or on pre-programmed routes through a central controller, need a Class B (equipment-based) certificate. Licences are issued by the Ministry of National Defence after training at an accredited institution and are valid for 10 years. Foreign pilots need a Vietnamese sponsor.

Permits are valid up to 30 days for a single flight, 180 days for official or agricultural work and 360 days in traditional flight zones. Prohibited zones are open only to official state duties, and restricted zones need coordination with military and police units. Flights at or above 50 m need advance flight forecasts through the provincial military command, and flights above 200 m need coordination with air traffic control. Authorities may intercept, force down or disable drones that threaten security, and may seize aircraft.
