EU Regulations 2019/947 and 2019/945 plus ENAC's 'Regolamento UAS-IT' (Edition 1, 4 Jan 2021, cited by ENAC in 2024) and ENAC circulars on geographic zones (ATM 09A of 24 Mar 2021; ATM 03C). A new ENAC 'Regolamento Zone Geografiche UAS' (Edition 1, undated draft published June 2026) would repeal circular ATM 09A; whether it is adopted (not verified against an official source, 2026-10-22). Whether a newer UAS-IT edition is in force (not verified against an official source, 2026-10-22).
登録Every UAS operator, including those flying C0 drones, must register on D-Flight and display the operator's QR code on the drone (ENAC). Insurance obligations are set in the UAS-IT Regulation; the exact scope was not read (not verified against an official source, 2026-10-22). ENAC fees (page updated 10 Jul 2025): STS declaration EUR 114 (filed only via D-Flight), Specific-category authorisation advance fee EUR 355, A1-A3 certificate EUR 31.
リモートIDSpecific-category drones (including former national-scenario operations) must have active direct Remote ID broadcasting operator code, position/height and pilot or take-off location; C1, C2, C3, C5 and C6 drones have it built in, others may use add-on modules, and the operator enters the D-Flight operator code.
EU A1/A3, A2 and STS competencies issued via ENAC/D-Flight (A1-A3 certificate fee EUR 31).
リスク区分Open / Specific (EU STS declarations via D-Flight; ENAC operational authorisations, 'precise' or 'generic'; LUC) / Certified. National standard scenarios IT-STS01 and IT-STS02 were valid until 31 Dec 2025; from 1 Jan 2026 operations under them are no longer permitted and existing declarations lapsed automatically.
(BVLOS)BVLOS is a Specific-category operation: EU STS-02 declaration (C6) or an ENAC operational authorisation based on a risk assessment (the ENAC page links to initial ARC determination guidance; PDRA/SORA named only via EASA links). National IT-STS02 is no longer usable since 1 Jan 2026.
Per EU rules; Italian national night/urban conditions (not verified against an official source, 2026-10-22).
Geographic zones are published on D-Flight. The June 2026 draft geographic-zones regulation defines safety, security (requested by prefectures, military, prisons), environmental and privacy zones and detailed aerodrome zones (e.g. for civil instrument airports a red zone to 6 km along the runway axis and 2.5 km laterally); it would allow Open-category flights near civil aerodromes within 50 m horizontally and 5 m vertically of an artificial obstacle outside red zones, and Specific-category flights in red zones within 10 m horizontally and 3 m vertically of an obstacle beyond 500 m from the airport boundary, in both cases with prior permission from the obstacle's owner or manager (draft Art. 7). The draft does not set zones around power plants, industrial sites or railways. Current in-force national rules for such infrastructure (not verified against an official source, 2026-10-22).
Treatment of indoor flights under Italian rules (not verified against an official source, 2026-10-22).
The draft geographic-zones regulation provides for privacy zones set by ENAC after an opinion from the Privacy Authority (Garante) or the Ministry of Enterprises; GDPR applies (not verified against an official source, 2026-10-22).
最近の変更10 Jul 2025: ENAC fee schedule page updated. 31 Dec 2025: end of national scenarios IT-STS01/IT-STS02. June 2026: ENAC published a draft 'Regolamento Zone Geografiche UAS' (Edition 1) to replace circular ATM 09A. A 2025 consultation on an updated UAS-IT regulation was reported by trade press; outcome (not verified against an official source, 2026-10-22).
